The impact of social opposition on renewable energy deployment in the Global South

Overview

JustRE Alliance is undertaking a critical research initiative to strengthen the evidence base for socially inclusive renewable energy (RE) deployment in the Global South. We aim to produce actionable insights on how social opposition affects the pace of renewable energy deployment and to map the current ecosystem of social excellence initiatives in Latin America, Africa, and South and Southeast Asia.

This work is rooted in our end goal: to remove barriers to the rapid and just scaling of renewable energy by fostering social excellence, meaningful community development, active participation and lasting socio-economic benefits.

Objective

This project seeks to assess the impact of social opposition in the pace of deployment of renewable energy to have a compelling evidence base for the need to have social excellence as a top priority in the sector.

Two Complementary Research Tracks:

Impact of Social Opposition on RE Deployment

This research will analyse the direct and indirect impacts of social resistance—such as project delays, legal disputes, or loss of political will—on the speed of renewable energy deployment. The analysis will focus on solar, wind, and transmission infrastructure across Latin America, Africa, and South and Southeast Asia. The research will include a systematic review of existing evidence and case studies, developing an adaptable framework to characterise the types and degrees of impact. This framework will balance academic rigour with practical insights, ensuring it can be applied in real-world decision-making.

Mapping Social Excellence Ecosystems

Through ecosystem mapping, we aim to chart the landscape of civil society actors, multi-stakeholder initiatives, and other social performance efforts in RE development across the same regions. This includes identifying:

  • Who is doing what in social performance?
  • Where are the critical gaps and opportunities?
  • What kind of support do initiatives need to grow their impact?

In addition to desk research, online regional workshops will be held to validate findings and prioritise regional needs. These participatory sessions will bring together diverse voices—from a range of stakeholders, including public sector representatives, private developers, civil society, academia, and affected communities.

Comprehensive reports analysing the impact of social resistance and detailing the ecosystem of social performance.

A webinar to disseminate findings and generate discussion on the next steps.

Project lead

SEI Latin America will lead the design, coordination, and analysis of the research activities. Regional research and engagement will be conducted in partnership with INSPIRE (Africa) and SEI (Asia). These organisations will contribute local knowledge, contextual analysis, and documentation support.
